NORWICH - After members of the Chenango County Health and Human Services Committee were brought up to speed yesterday about financing procedures initiated for the West Park Office Project, several lamented being left out of previous governmental discussions and decisions.

The Chenango County Department of Social Services falls under the direction of the committee. When DSS Commissioner Bette Osborne presented a $12,000 contract proposal for a certified public accountant’s services, questions flared.

The contractor, Jack Venesky of Cicero, has worked on behalf of DSS, the county treasurer’s office and other county departments for about four years. His role has been to complete space analysis and cost allocation claims possible under federal guidelines, Deputy County Treasurer Ardean Young said. For the estimated $3.5 office project, the contractor’s role is to audit future occupancy and possible depreciation claims on behalf of the county.

“We are not the sole voice on making a decision on a major project that we aren’t in charge of,” said Chairman Jeffrey B. Blanchard. “This committee ought to be up to date on all activities since DSS is going to occupy that building 100 percent.”

Blanchard suggested, and a motion was later passed, that before making a decision on the fees, to send the resolution for consideration to members of the Agriculture, Buildings & Grounds Committee. The latter committee has been guiding the former jail and Sheriff’s Office renovation project since 2006.
