Fatal accident shuts down Rt. 12 for a day

NORTH NORWICH – A City of Norwich man was killed Monday when the car he was driving swerved into the path of an oncoming tractor trailer. The accident closed the state highway for most of the day.

New York State Police said Leolin M. Parker, 48, was found dead inside his black 2007 Chevy Cobalt at approximately 8:11 a.m. by the first emergency personnel at the scene.

The New York State Police Accident Reconstruction Team processed the site Monday and investigators believe that Parker’s four-door sedan crossed the center divide right into the path of an oncoming tractor trailer carrying 30,000 pounds of cargo. Police said Parker was wearing his seat belt at the time of the crash and his air bags had deployed.

Police said other motorists observed Parker driving erratically in the moments before the crash. They have not released an official cause for the accident. Investigator Michelle M. Marshall said an autopsy was being performed by medical examiners in Binghamton to determine any contributing physiological factors. Police said neither road conditions nor alcohol appeared to be a factor in the accident.

Parker’s sedan received extensive damage in the collision, as did the tractor trailer, which swerved off the roadway and into a small pond.
