Man Arrested After Armed Confrontation With Police

NORWICH – Norwich City Police found themselves in an armed confrontation with a Chenango Forks man Monday, arresting him after a brief roadside struggle.

Police charged Devin D. White, 19 of 526 Conklin Hill Road, Chenango Forks, with four felonies – second degree kidnapping, first degree unlawful imprisonment, and two counts of third degree criminal possession of a weapon. He was also charged with second degree menacing and criminal obstruction of breathing or blood circulation, both misdemeanors.

Police responded to a 911 call at about 5:20 p.m. Monday after dispatchers were told a man was sitting in a vehicle and threatening to harm himself with a firearm.

Prior to the emergency call, police said White was involved in a domestic incident inside a nearby home in which he threatened more than one victim while holding a gun, refusing to let the occupants leave the residence.

“We learned from our investigation and speaking with victims at the scene that Mr. White had entered the residence and confronted a young female with whom he had some sort of relationship,” said Norwich Police Chief Joseph Angelino. “In the course of this confrontation, Mr. White held the female against her will, threatened her with harm and in fact did choke her.”
