NORWICH – A Brooklyn man remains in custody after being charged with two felony counts of heroin possession last night. He will be arraigned this morning in Norwich City Court on a bench warrant issued for his arrest on a prior charge of felony drug possession, stemming from an alleged incident that occurred in August.
Barry L. Rattley, 27, was charged with two counts of third degree criminal possession of a controlled substance – a class B felony – after being located by Norwich City Police officers at a private residence Tuesday night. During the course of his arrest, Rattley was found to be in possession of a quantity of heroin, as well as other illegal substances which were not disclosed by authorities.
