NORWICH – Chenango County Court was presided by Judge Frank B. Revoir on Nov. 18. Judge Revoir held a South Carolina fugitive for extradition and reduced a repeat violent offender’s charge due to good behavior.
• Vann Ross Shipley, 31, was arrested on an out-of-state warrant from South Carolina. Shipley said he did not know there was a warrant for him and did not know why there was a warrant for him. He said that he is on probation and paying child support.
According to South Carolina law, once an individual does not pay child support up to a certain amount, it becomes a felony. It is alleged that Shipley owes more than $11,000 in child support. Shipley told his lawyer that he works full time and that his child support is garnered from his wages.
During court proceedings, it was also alleged that Shipley has violated his probation in Chenango County. He allegedly failed to attend probation appointments, traveled out of state without permission, worked out of state without permission, and did not reside in Chenango County as required. The Chenango County Probation Department petitioned a violation of probation and Shipley will be arraigned for the separate charge of violating probation in Norwich City Court at a later date.
