PHARSALIA – July 7 marks the 15th year since the body of Thomas L. Francisco was discovered by family members in July of 1999. While time marches on with few clues, investigators are still going over their case in an effort to bring closure to Tom's family and to tie up loose ends.
The then 38-year-old single father was located at approximately 5 p.m. on July 7, 1999, where he was found dead in his home on One Eye Road – just off State Rte. 23 – in the Town of Pharsailia.
According to investigators at the time of the initial investigation, Franscisco had sustained several small-caliber gunshot wounds about his head and neck.
“An autopsy was conducted at Lourdes Hospital and the cause of death was ruled ‘homicide.’”
That same evening, a multi-agency task force was established primarily consisting of members from the Chenango County Sheriff’s Office and the New York State Police. As the investigation continued, members of the Broome, Cortland and Madison County Sheriff’s Offices also assisted in the investigation,” said Sheriff’s Lt. James E. Lloyd in an Evening Sun interview from 2009. Lloyd originally worked the case prior to his retirement.
While Lloyd is no longer with CCSO, the case was handed off to Lt. Richard Cobb, who shares Lloyd's notion that, “No murder case should ever be a cold case.”
