NORWICH – Two Norwich residents sit at the county jail in lieu of $10,000 bond following a meth related arrest early Tuesday morning.

According to authorities, the Norwich Police Department received a ‘loud noise’ complaint from a residence on Division Street on Monday at approximately 9:17 p.m. It was reported that the residents at 39 Division St. were outside yelling and swearing at each other and someone was excessively honking a car horn.

NPD officers then responded to the scene where they made contact with several individuals. During the investigation that ensued, officers observed what they believed to be a ‘one-pot’ methamphetamine cooking container in plain view.

Authorities additionally said the officers observed numerous precursors for the production of meth. Three were arrested.

• Freeman J. Deabay III, 44, of 39 Division Street, Norwich was charged with unlawful manufacturing of methamphetamine, a class D felony; criminal possession of a controlled substance in the seventh degree, a class A misdemeanor; endangering the welfare of a child, a class A misdemeanor; and criminal nuisance in the second degree, a class B misdemeanor.

• Stephanie S. Vierkant, 34, of 39 Division Street, Norwich was charged with unlawful manufacturing of methamphetamine, a class D felony; criminal possession of a controlled substance in the seventh degree, a class A misdemeanor; endangering the welfare of a child, a class A misdemeanor; and criminal nuisance in the second degree, a class B misdemeanor.

• Kyah M. Stein,37, of 1218 Bliven Sherman Road, Oxford was charged with loitering in the first degree, a class B misdemeanor.

The charges allege that Deabay and Vierkant were unlawfully manufacturing methamphetamine at their residence located at 39 Division St. The charges additionally allege that the two individuals were in possession of a quantity of methamphetamine.

The charges against Stein allege that she loitered in a known place where people gathered for the purpose of unlawfully using or possessing a controlled substance.

The charges of criminal nuisance allege that both Deabay and Vierkant knowingly maintained a place where people gathered for purpose of engaging in unlawful conduct.

The endangering the welfare of a child charges against Deabay and Vierkant allege that there were children under the age of seventeen at the residence at the time of their arrest. The Norwich Police said the chemicals used in the production of methamphetamine were located in areas that were accessible to the children.

During the course of the investigation, a ‘one-pot’ methamphetamine cooking container was located inside the residence, along with numerous chemicals, exhilarants and byproducts. The Norwich Police requested the assistance of the New York State Police – CCERT (Contaminated Crime Scene Emergency Response Team).

The NPD and NYSP CCERT were on the scene for several hours while the chemicals, containers and evidence were collected.

Deabay and Vierkant were arraigned in Norwich City Court and remanded to the Chenango County Correctional Facility on $10,000 bail. Stein was released on an Appearance Ticket and is to reappear in Norwich City Court at a later date.

“The responding officers did a nice job of being alert to their surroundings. What started out as a loud noise complaint turned out to be a much more serious situation,” said Norwich Police Chief Rodney Marsh.

The Chenango County District Attorney’s Office and the City of Norwich Department of Codes Enforcement assisted the Norwich Police with the investigation.
