NORWICH – Two Norwich men were indicted Wednesday by a Chenango County grand jury and are facing several felony charges relating to the murder and rape of an 11-year-old Morris girl.

According to the indictment, 36-year-old James S. Brower, and his partner of 13 years, 34-year-old Tobias Rundstrom-Wooding, murdered 11-year-old Jacelyn O’Connor in the early morning hours of July 30, shortly after she had been allegedly raped by Rundstrom-Wooding.

At a previous court hearing Chenango County prosecutors initially accused Brower of strangling O’Connor to death while committing rape, but Wednesday’s indictments indicated a different version of the crime, with Rundstrom-Wooding being the only defendant indicted for first-degree murder and two counts of rape.

District Attorney Joseph McBride explained Thursday the investigation of the case had developed since the defendant’s initial court appearance, saying, “The indictments handed down by the grand jury reflect the most recent and accurate evidence presented in the case.”

The DA would not comment further.

The indictment included charges of making false written statements to police, tampering with evidence, and hindering the prosecution.
