NORWICH - A Norwich man is facing felony child sex abuse charges and is being held on one million dollars bail, following an investigation by the New York State Police.
Patrick M. Kain, 33, of Norwich is charged with first-degree sexual abuse, promoting a sexual performance by a child, possessing a sexual performance by a child, and use of a child in a sexual performance.
According to a complaint from the United States District Court for the Northern District of New York, Kain sexually touched a five-year-old girl and recorded it with his cell phone.
The complaint states that Kain left his cell phone in another person’s vehicle, where they viewed a video of sexual abuse, and recognized the child’s underwear and a baby blanket, along with Kain’s hand and bedroom.
It adds that on April 22, the New York State Police Computer Crimes Unit accessed the phone and discovered a video approximately 2 minutes and 57 seconds long which depicted what the other person had reported, along with several other videos.
The other videos are described in the document, which it states include videos Kain had recorded of children in the bathtub, of a naked minor recorded from outside a home, and it includes that Kain is a level one sex offender, convicted on May 23, 2014 of first-degree sexual abuse after contact with a victim less than 13 of age.
