NORWICH – The New York State Police have charged a man who they say stole a camper a few months ago and has been on the run since.

According to New York State Troop C Public Information Officer Aga Dembinska, a traffic stop in the Town of Norwich led to the arrest of a man wanted for stealing a camper from Otsego County in October then abandoning it in Binghamton.

Dembinska said the man was arrested after walking into a State Police barracks with a warrant.

Clint D. Payne, 46, of Beaver, PA was charged with third-degree grand larceny, third-degree criminal possession of a stolen property, and seventh-degree criminal possession of a controlled substance.

Police released information about the arrest late last week, and said the incident occurred on November 20.
