NORWICH – Following a recent undercover investigation into drug activity in the City of Norwich, police reported pulling over a pair of suspected drug dealers on Wednesday morning as they attempted to deliver a large stash of drugs from out of town.

Norwich Police Department (NPD) Chief Reuben J. Roach said police had conducted an undercover investigation at a location along North Broad Street where suspected purchases of methamphetamine and heroin were taking place.

He said police gained information during the investigation that indicated the two suspects were selling drugs and would be returning to Norwich from the Utica area for an alleged drug run. Roach said the suspects intended to sell the drugs in smaller amounts locally. He said police were also warned the suspects sometimes carried a pistol.

On Wednesday morning at around 8:30 a.m. police were waiting when the suspects arrived in Norwich. Roach said officers conducted a felony traffic stop along Borden Avenue with guns drawn. Officers said the men cooperated, and no gun was recovered. However, a large amount of suspected meth, heroin and fentanyl was recovered, pending confirmation from lab testing.

Police said Anthony Torres, 40, of Utica, and Matthew Lamb, 39, of Norwich, would be charged with third-degree criminal sale of a controlled substance and possession with intent to sell, both B class felonies.
