Sheriff Charges Man With Drug Felony After Norwich Traffic Stop

NORWICH – On January 4, the Chenango County Sheriff's Office charged a man with several drug related crimes and seized a dismantled AR-15 following a Town of Norwich traffic stop.

Police charged Mark Allen-Scott Lamphear, a 30-year-old Town of New Berlin resident with 3rd degree criminal possession of a controlled substance, with intent to sell, a felony; 7th degree criminal possession of a controlled substance; 2nd degree criminally using drug paraphernalia; driving while ability impaired by alcohol; and driving while intoxicated; misdemeanors.

Members of the Chenango County Sheriff’s Office conducted a traffic stop in the Town of Norwich for a speeding violation.

According to the sheriff's office, “During the roadside investigation, deputies found Lamphear to be in possession of methamphetamine, as well as 95 Hydrocodone pills. A search of Lamphear’s vehicle revealed that he had also been drinking alcohol while operating a motor vehicle. Deputies also found gun parts that pieced together a non-NYS-compliant AR-15 and a 30-round magazine which were seized. Lamphear was also in possession of packaging material and had a large sum of cash.”

Lamphear released on an appearance ticket and will appear in the Town of Norwich Court at a later date. Police said additional charges were pending.

All crimes described are allegations, and suspects named are innocent of the charges until proven guilty in a court of law.
