CHENANGO COUNTY - A child rapist accepted a 17-year prison sentence without the possibility of early release, sparing the victim from having to testify in open court and ensuring he would avoid a possible life sentence if convicted.
“It is a heinous crime, I cannot think of one more heinous,” said Chenango County Court Judge Frank B. Revoir. “Your cooperation notwithstanding, you deserve every day you get.”
James R. Clapper, 61, did not speak in court but pleaded guilty to first degree rape, admitting he victimized a child about one-sixth his age.
First Assistant District Attorney Christine Rudy stated that the prosecution had a strong case but offered the plea deal to prevent further trauma to the victim.
