NORWICH - A Norwich man who allegedly fled the state in 2024 was arrested in Kentucky and returned to New York to face charges, according to the Norwich Police Department.

Joseph Michael Titsworth, 48, was taken into custody by the United States Marshals Service on March 13, in Henderson County, Kentucky, on a fugitive from justice warrant out of Norwich. He was charged with one count of fugitive from justice and three counts of failure to register as a sex offender (class D felonies).
